Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Immense energy is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by current data. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and another blackout.
Persistent Threats
Following this, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's vital need on international aid – a dependence that neighboring countries are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This cycle will, certainly, endure.
Strategic Calculations
It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through words or deeds, from believing that the current condition will not shift further in its favour in the coming year.
Opposing Positions
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its benefit.
Current Realities
Factually, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a only one week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
